With the National Platform on the Future of Mobility (NPM), politics, business and civil society are jointly tackling the challenge of making the mobility system fit for the future. The aim is to develop recommendations for action through the pooling of expertise and the holistic and cross-modal discussion in the platform.
On Monday, the steering committee of the NPM met again – for the second time after the establishment of the platform by the Federal Cabinet and the constituent meeting in September 2018. In the meantime, all six working groups (WGs) have started their work, defined key topics and drafted programmes.
The working group “Climate Protection in Transport” will draw up recommendations for the Federal Government on the balanced and sustainable reduction of greenhouse gases in the transport sector. With the Paris Convention, the international community agreed on a joint climate protection plan in 2015. Germany has also entered into this binding international commitment. Greenhouse gas emissions are to be reduced by 55 percent by 2030 compared with 1990 levels. For the transport sector, this means a 40-42 percent reduction in greenhouse gas emissions by 2030. The climate protection plan thus sets the framework for the strategic course to sustainable mobility and the work of the NPM. Since the beginning of October, the working group has met regularly at short intervals to identify and evaluate instruments and measures to reduce emissions. The first recommendations to this effect are to be submitted to the German government in spring 2019. In terms of a cross-modal consideration, there is close coordination with the other working groups of the platform.
Digitisation represents a challenge for established companies, especially in the automotive sector. However, it also offers great opportunities to improve the quality of life and the environment in cities and rural areas. The “Working Group on Digitisation for the Mobility Sector” is devoted to this topic in five focus groups, namely Multimodal Mobility, Autonomous Mobility, Data/Software/KI, Networking and Security. The focus is, for example, on increasing ecological sustainability or fulfilling individual mobility needs and the necessary technological prerequisites.
The focus of the working group “Securing the mobility and production location, battery cell production, raw materials and recycling, education and qualification” is on recording and examining possible scenarios of structural change in the mobility sector and their employment effects. Subsequently, the working group develops recommendations for action for the training and (re-)qualification of skilled workers. On the other hand, value chains, e.g. for the battery ecosystem, and the potential of mobility services as an option for value creation and employment are analysed.
The climate-friendly transformation of mobility is also associated with an increasing coupling of the energy and transport sectors. The working group “Alternative propulsion systems and fuels for sustainable mobility” will therefore consider and evaluate which contributions different types of fuel and propulsion systems can make to a sustainable transformation of mobility and determine the associated charging and tank infrastructure requirements. Close coordination with the working group “Linking transport and energy networks, sector coupling”, which focuses on infrastructure, technology and implementation, is planned.
The working group “Standardisation, standardisation, certification and approval” is finally dedicated to the initiation, coordination and implementation of standardisation, standardisation, certification and approval requirements for the mobility of the future. For this purpose, the members develop a standardization roadmap “Future of Mobility”, which addresses and structures relevant topic complexes.
It is planned that all working groups will submit their first reports or roadmaps to the Federal Government in the coming year.
